Action produces information. You learn things by doing that you cannot learn by thinking. The real world gives feedback that imagination cannot provide.
This argues for a bias toward action. When unsure, try something. When stuck, move. The action may fail, but the failure teaches. Inaction teaches nothing.
This is not recklessness. It is recognition that perfect information never arrives. At some point, you must act with what you know. Sooner is often better.
